POSITION DESCRIPTION
Child Care Licensing Specialist
Location: Juneau
Exemption Status: Non-Exempt
Pay Grade(s): 8 ($27.51+ DOE)
Purpose: Responsible for completing assigned duties with the Early Education Division as planned in the Child Care Development Fund (CCDF) program.
Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:
- Perform monitoring visits for child care providers of the Child Care program. Ensure the providers are meeting all monitoring requirements and document the outcome of the monitoring, including any areas of improvement and follow up. Monitoring must be according to T&H policies, federal and state regulations and the T&H PL 102-477 plan.
- Track and follow up on issues or concerns of monitoring visits according to T&H policies.
- Responsible for tracking health & safety visits and trainings of all child care providers.
- Ability to explain to child care providers the requirements of meeting health & safety and training requirements to be an eligible provider on the T&H child care program.
- Ability to determine if T&H quality improvement funding can assist with any needed health & safety improvements when conducting monitoring visits.
- Document the monitoring visits in the data system, including if any follow up is required.
- Responsible for ensuring the required background checks are completed on providers (and applicable household members) based on the type of provider category in the 477 Plan. Providers cannot be approved without proper documentation on file these are complete.
- Assure that the benefits and services agreed upon are furnished to the participant and their family in an accurate and compliant manner.
- Provider Director monthly reports on monitoring, training and quality improvement.
- Develop policies and procedures on monitoring, health & safety, training and quality improvement activities.
- Assist in the development of the process and eligibility for quality improvement expenditures and activities.
- Maintains listing of all expenditures- provides monthly reports of clients served, expenses incurred, accounts receivable/payable, and complete accountability of program funds
- Other program reports prepared as required
- Other duties as assigned
Knowledge, Skills & Abilities. A comprehensive set of capabilities required to perform job tasks effectively:
- Knowledge of childcare program resources, licensing requirements, and early childhood development
- Must have experience reading and interpreting Federal and State Laws/Regulations/Policies and Procedures
- Must have computer and bookkeeping skills, and counseling abilities
- Speaks and writes effectively
- Possesses strong communication and organizational skills
- Familiarity with Tlingit, Haida, and Tsimshian cultures
Minimum Qualifications (education, experience, skills):
- AA Degree
- Two (2) years of progressive experience working in a childcare program or related field
- Must be 21 years of age with a Valid Driver’s License
Preferred Qualifications (education, experience, skills):
- Experience with inspecting child care providers according to federal and state requirments.
Physical Requirements. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job with or without reasonable accommodation:
- The majority of work is performed in the field monitoring child care provider setting, as well as a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.
Work Environment. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job:
- Some travel is required on small aircraft or ferry.
- Certain positions at Tlingit and Haida may have exposure to certain hazardous materials or conditions. The supervisor will review these if applicable.
