Purpose:

The Employee Services Specialist supports the Tribal Access Program (TAP) by ensuring that internal processes for background checks, protection order entries, and ORI applications are well-organized, compliant, and efficiently followed. This role assists in processing fingerprint-based background checks, tracks protection order entries in national databases, and helps manage applications that grant tribal agencies access to criminal justice systems.

The specialist works closely with departments engaged in TAP, helping to streamline workflows for screenings, background checks, and legal recordkeeping. They also assist in maintaining accurate documentation and verification of legal entries. Additionally, this role provides support for TEOC ICS training and emergency preparedness efforts, contributing to overall program efficiency and readiness.

Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:

  • Assist with processing and tracking fingerprint-based background checks for employees, volunteers, and individuals requiring clearance under TAP.
  • Support the entry and verification of protection orders in national databases, ensuring compliance with relevant laws and policies.
  • Help manage ORI applications for tribal agencies, assisting with documentation and tracking to ensure proper access to criminal justice systems.
  • Work closely with departments engaged in TAP, helping to streamline workflows for screenings, background checks, and legal recordkeeping.
  • Maintain accurate records of all TAP-related processes, ensuring proper documentation, storage, and security of sensitive information.
  • Assist with compliance monitoring, ensuring all processes align with T&H, CJIS, and DOJ regulations.
  • Provide administrative support for audits, second-party verifications, and quality control of legal entries.
  • Assist in training staff on proper procedures for background checks, legal documentation, and compliance requirements.
  • Support TEOC ICS training and emergency preparedness efforts, ensuring operational readiness in coordination with public safety initiatives.
  • Perform other related duties to enhance program efficiency and compliance.
  • Other duties as assigned

Knowledge, Skills & Abilities. A comprehensive set of capabilities required to perform job tasks effectively:

  • Strong organizational skills, with the ability to track and manage multiple processes efficiently.
  • Familiarity with background check procedures, protection order entry, and ORI application processes (or willingness to learn).
  • Proficiency in Microsoft Office (Excel, Word, Outlook) and secure database management.
  • Understanding of compliance requirements for TAP, CJIS, and DOJ policies.
  • Ability to maintain strict confidentiality when handling sensitive legal and personal data.
  • Strong written and verbal communication skills, particularly for documentation and reporting.
  • Completion of ICS 100, ICS 700, and ICS 800 within the first year of employment.
  • Willingness to complete additional FEMA courses as required.
  • Knowledge of Tlingit, Haida, and Tsimshian cultures or willingness to learn.

Minimum Qualifications (education, experience, skills):

  • Associate degree in a related field OR a High School Diploma/GED with equivilant related experience.
  • One (1) – Two (2) years of related experience.
  • 21 years of age with a Valid driver’s license.

Preferred Qualifications (education, experience, skills):

  • Associate's degree in logistics, supply chain management, or a related field.
  • Experience working with TAP systems, background checks, or criminal justice databases.
  • FBI Criminal Justice Information Systems (CJIS) Certification or willingness to obtain.
  • Prior experience working with tribal, state, or federal government programs.
  • Security Awareness Training and Certification.

  • The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.

Work Environment. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job:

  • Some travel may be required on small aircraft or ferry.
  • Certain positions at Tlingit and Haida may have exposure to certain hazardous materials or conditions. The supervisor will review these if applicable.
