Hours of Work: M-F, 8:00 am – 4:30 pm

PURPOSE

Provide legal counsel and representation to the Central Council of Tlingit & Haida Indian Tribes of Alaska (Tlingit & Haida) in the areas of tribal government, federal-tribal relations, federal-state relations, tribal jurisdiction, environmental and natural resources law and policy, economic development, employment, contracts, code drafting and compliance.

ESSENTIAL FUNCTIONS

• Review and recommend action on a wide range of complex legal issues

• Provide counsel, interpretations, and opinions on legal and policy matters

• Provide legal counsel regarding rights, obligations, and privileges

• Provide and oversee legal representation for issues pertinent to Tlingit & Haida programs

• Oversee, develop, review, and propose revisions to legal instruments, including contracts, leases, statutes, policies, and other court filings

• Conduct legal and policy research on a wide array of subjects

• Interpret statutes, rules, and regulations, tribal, federal, and state

• Appear in tribal court and state court on behalf of Tlingit & Haida

• Participate in appropriate continuing legal education

• Maintain strict confidentiality

• Other duties as assigned

NECESSARY SKILLS AND KNOWLEDGE

• Excellent verbal and written communication skills

• Excellent advocacy and negotiation skills

• Advanced skills in research and analysis

• Computer skills including Microsoft office

• Knowledge of and experience with federal Indian law

• Cultural competency regarding Alaska Natives/American Indians

• Familiarity with Haida, Tlingit, and Tsimshian cultures

MINIMUM QUALIFICATIONS (education, experience, skills)

• Juris doctorate from an American Bar Association accredited law school

• Member in good standing of, or ability to become a member of, the Alaska Bar Association

• Must be 21 years of age with a Valid Driver’s License

PREFERRED QUALIFICATIONS (education, experience, skills)

• Two years previous experience and/or equivalent training involving tribal government

UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS

The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
