PURPOSE
The incumbent manages the Bureau of Indian Affairs (BIA) Self-Governance Programs. The Self-Governance Manager provides support to communities included in the BIA compact. Incumbent ensures compact communities are compliant with applicable regulations and fiscal policies.
REPORTING RELATIONSHIPS
Reports To: Deputy Chief Operating Officer
Supervises: Compact-funded community employees and up to 5 FTE
Liaison To: Compact-funded programs and IRAs and Finance Department
ESSENTIAL FUNCTIONS
Responsible for the administration of the Self-Governance program
Coordinate the development and implementation of Self-Governance program budgets
Monitor Self-Governance program budgets
Maintain records and files for Self-Governance in accordance with Tlingit & Haida practices
Establish and maintain contact with representatives of Indian Reorganization Act (IRA) Councils, Tlingit & Haida Community Councils, and other organizations
Maintain working relationship with the Tlingit & Haida management personnel
Prepare and submit reports to the Department of the Interior and tribal policy makers as necessary
Authorize, oversee, and ensure reporting on travel, related to the Self-Governance program
Travel to communities as required
Responsible for the development, implementation, and oversight of measurable program standards and reporting of community demographics
Manage annual funding agreement negotiations, including coordinating with Tlingit & Haida compact management, and compact community personnel
Other duties as assigned

NECESSARY SKILLS AND KNOWLEDGE
Knowledge of applicable BIA Indian Self-Determination and Educational Assistance Act (as amended) and Self-Governance regulations
Ability to work effectively with IRA Presidents, their Council, and Tribal management
Knowledgeable on tribal Constitutions, bylaws, and Roberts Rules of Order
Knowledge of general BIA program rules and requirements
Ability to maintain accurate, complete, and confidential records
Proficiency of Microsoft Office Suite
Proficiency in record keeping and reporting
Excellent written and verbal communication skills
Basic knowledge of bookkeeping and accounting procedures
Project management and conflict resolution skills
Familiarity with Tlingit, Haida, and Tsimshian cultures
MINIMUM QUALIFICATIONS (education, experience, skills)
Bachelors degree in business administration, Accounting, or related field
Two years of experience managing federal programs
Two years supervisory experience
Substitution for bachelors degree
AA Degree and
Four years related experience
UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS
The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
